While the DDS is fighting for its life and the Dinos begin to recover after huge losses the other Central Power, the Clone Star Empire, is taking the opportunity to strengthen. Following recent equipment orders and upgrades across all of the services of the HCS now the central HCS authority has announced an 11 billion zark programme of infrastructural upgrades to be carried out over the next 4 years.
Key to the upgrades will be a 4.1 billion zark upgrade to the HCS data network to bring a 40% increase in bandwidth, improved speed and enhanced data security. Other upgrades include refurbishments and improvements to many key roads and railways used by the military, the replacement of runways at 16 airforce bases, a new army base in Micom, upgrades to the HCS' microwave network and a new naval base on the West Clone Republic's coastline.
There are a number of unspecified programmes too, these are speculated to be a new underground bunker near Ailier City to supplement the existing facilities under HCS GHQ and a new nuclear weapon storage facility. Work has already begun on some of these upgrades.
