HCS gripped by paralysis?

A report by the HCS Inspectorate has accused the armed forces of the Clone Republic as being caught up by a paralysis caused by the split into 3 "mini-empires". New projects are being caught up in politics and squabbling over details and the HCS is falling further and further behind it's rivals such as the DDS.

"A prime example is the patrol boat desperately needed by the Space Navy to replace ageing Kalahati Tuuls." General White of the Inspectorate told reporters at a media briefing, "Its supposed to enter service next year but we still don't even have a specification yet! We've literally got KTs conking out and nothing to replace them!"

White also cited land weapons as stagnating over the last few years with new versions of the Tapir and MBTs being delayed because the HCS of Captain Clone and Benito Clone could not agree what these new versions should do. "Some of the differences are so petty its ridiculous, in one case the Tapir project was delayed for a week over wrangling on font size on the hatch!"

White says that the HCS needs to split procurement between it's 3 separate territories, citing the reborn HCS Navy as being the only service to be proceeding well as its purely under the control of the Friar's HCS. Alternatively the HCS should be taken out of territorial control and there be a central authority to decide on specifications and procurement.
